Higher-Level Review vs Supplemental Claim: how to compare the paths
Higher-Level Review and Supplemental Claim serve different problems. The key question is whether the existing record is enough or whether the case needs new evidence.
When Higher-Level Review may fit
VA says a Higher-Level Review lets a more senior reviewer look at the case again. The reviewer looks for an error or a different view of the existing record.
The important limit is evidence. VA states that you cannot submit new evidence with a Higher-Level Review. That makes HLR a poor fit when the denial happened because the record is missing medical records, lay statements, or a medical opinion.
When Supplemental Claim may fit
A Supplemental Claim is designed for new and relevant evidence. It can make sense when the decision letter shows a missing fact that can be addressed with records, statements, or a medical opinion.
The tradeoff is focus. The new evidence should answer the denial reason instead of simply adding more volume.
Use the decision letter as the routing document
A veteran should not have to guess which lane is right. The denial reason usually gives the first clue.
If the issue is a legal or factual error in a complete record, ask about HLR. If the issue is a missing fact, ask about Supplemental Claim. If the issue is more complex or needs a judge, ask about Board Appeal.
File review checklist
